Legislature’s Joint Fiscal Office seeks a contractor to help with Vt.’s education transformation

In connection with the state’s new public education transformation law, the Vermont Legislative Joint Fiscal Office has put out a formal Request for Proposals for a contractor to conduct a comprehensive analysis of Vermont’s education finance system and a foundation formula as established in Act 73, passed by the Vermont Legislature earlier this year.
Act 73 is the landmark legislation that sets out to transform Vermont’s prek-12 education governance, quality, and finance systems. The new law also established an 11-member School District Redistricting Task Force to recommend how to draw boundaries to create fewer, larger school districts in Vermont. That group is meeting and will make recommendations to the state legislature before the next session. Its next meeting is Sept. 10.
The Joint Fiscal Office’s RFP seeks a contractor or contractors to produce a written report outlining recommendations to the legislative committees of jurisdiction next year—on or before Dec. 1, 2026. They would be expected to be available for written and oral testimony to the legislature through the 2027 session and to potentially train Joint Fiscal Office and Agency of Education staff on any proposed methodologies.
According to the RFP announcement, the Joint Fiscal Office will accept questions on the request through Sept. 12. Proposals are due by 3 p.m. on Oct. 3.
