Nominations open for Winooski Natural Resources Conservation District board

The process has opened to elect a member to a low-profile regional government entity that encompasses a wide swath of Central and Northwestern Vermont. 

Vermont Natural Resources Conservation Council Chair Rick Hopkins, of East Montpelier, recently announced that nominating petitions are now available for the elections of district supervisors in each of the state’s  14 Natural Resource Conservation Districts.

The districts are subdivisions of state government established by the Vermont Soil Conservation Act to steward land and water resources for the future.

Waterbury and nearby communities are in the Winooski Natural Resources Conservation District, which covers Chittenden and Washington counties and two towns on the western edge of Orange County. It encompasses the Winooski River watershed from Burlington on Lake Champlain, across Central Vermont to Washington and Orange in Orange County. (see maps here).

Serving on a district board offers citizens an opportunity to become involved with local conservation work and establish programs that protect the environment. The annual election process sets an election for early December. This year, it will be Dec. 8. Interested candidates must submit a nominating petition with at least 25 signatures. Two important requirements:

  • Anyone residing within the Winooski Natural Resources Conservation District may run for the office of Conservation District Supervisor. 

  • To sign a nominating petition, an individual must both live in the district that the candidate is seeking to represent and own land within the district. 

Supervisors for each Conservation District board are elected for a term of five years, with one position to be filled by election each year. Board member Nancy Everhart’s term is expiring this year and will be the one filled by this process. Everhard lives in Marshfield. 

District Manager Daniel Koenemann admits that conservation district elections are typically low interest. “We haven’t had an actual election in decades,” he said. 

It’s rare for a board opening to attract more than one candidate, he explained. When there is no contest for the position, the other four board members are allowed by statute to simply appoint the candidate to the board. 

“The same is true if no people express interest in the open seat (through submission of a petition),” he explained. “The board can appoint the seat without an election to anyone who lives in the district and shows interest.”

The district will only hold an election if there is more than one individual filing a nominating petition by the filing deadline, Koenemann said. “If we do need an election, we will be sure to put the word out.”
