Pedestrian seriously injured when hit by car at I-89 onramp in Waterbury

Vermont State Police arrested a Montpelier driver who they say was under the influence Sunday night when he struck and seriously injured a pedestrian at an Interstate 89 onramp in Waterbury. 

Kevin Bell, 27, of Montpelier was driving a 2024 Honda Civic on Vermont Route 100 at the northbound onramp when his vehicle struck 38-year-old Skyler Litchfield, who police identified as a transient man from Waterbury. 

“While speaking with Troopers, Bell displayed signs of impairment,” police said. 

Bell was arrested and taken to the Berlin state police barracks and issued a citation to appear in Washington County Superior Court-Criminal Division on Sept. 4 to answer to the charges of driving under the influence and gross negligent operation.

Litchfield appeared to have serious bodily injuries and was transported to Central Vermont Medical Center, police said.
